This page is the canonical public-facing layer map for SCBE-AETHERMOORE. Older markdown architecture files may still exist for history, but this is the page to use when you need one stable explanation.
SCBE is a runtime governance layer. It does not wait until after execution to decide whether an action was safe. It evaluates agent intent, semantic structure, session drift, and geometric distance before allowing environment-facing work to proceed.
